BBC stars could dodge having their salaries revealed in a loophole.
Their pay will not be declared if they work for the new division BBC Studios.
The production unit is expected to be given approval this year.
The loophole emerged a day after the Government decided stars earning more than £150,000 should have their pay revealed to the public.
But stars like Tess Daly and Brian Cox could avoid scrutiny since all programmes made by the BBC’s in-house teams will transfer to the Studios subsidiary.
Sports, news and children’s shows will not be moved.
The Department for Culture last night pledged to tighten up the situation.
Meanwhile “golden goodbyes” for BBC bosses will be capped after they cost a total of £10million last year.
A £90,000 limit is part of the Beeb’s radical shake-up.
The corporation will also have to open all its accounts to the National Audit Office.

Culture Secretary Karen Bradley said: “We’re pleased the BBC has volunteered to lower exit payments by asking to come within the public sector cap.
"This will sit alongside separate reforms which mean viewers and listeners know how money is spent.”
