The Argie full-back will be allowed to move on as Pep Guardiola rebuilds his squad.
Bacary Sagna has become City's first-choice in a position Etihad chiefs recognise has become an issue.
City conceded 41 goals last season as they pipped cross-city rivals Manchester United to the top four on goal difference.
Guardiola will spend big this summer as he heads to England following trophy-laden spells in Spain and Germany.
Arsenal speedster Hector Bellerin is on his radar, with pacey full-backs to offer width a feature of his possession-based approach.

Zabaleta underwent ankle surgery since the end of the season and is out of contract next summer.
Agent Federico Pastorello has opened the door to a switch for the Inter Milan target.
He told Telelombardia. “Zabaleta has another year’s deal at Manchester City.
"I understand Pep Guardiola has been confirmed, but the opportunities in the market are endless.
“Should there be other opportunities, we will evaluate.”
Zabaleta, 31,has enjoyed a successful spell at City and established himself as a firm fan favourite since joining from Espanyol in 2008.
But he has struggled for form and fitness and may decide the time is right for a change of scenery.
Inter have been taken over by wealthy Chinese investors and are looking to splash the cash to challenge Serie A powerhouses Juventus.
